Verkry gou sekerheid oor grond

Grondhervorming is noodsaaklik, ingewikkeld en emosioneel. Dit is egter ook die grootste enkele beperkende faktor wat beleggings in die landbou kortwiek. Daarom moet sekerheid oor beleid so gou moontlik verkry word, sê dr. John Purchase, uitvoerende direkteur van die landbousakekamer AgBiz.

Hy het op ’n jongboerkonferensie van Standard Bank in Johannesburg gesê grondhervorming was sover in die algemeen nie suksesvol nie, hoewel daar nou al projekte is wat as voorbeeld van sukses kan getuig. Sowat 7% van die kommersiële landbougrond in Suid-Afrika is al oorgedra deur staatsbetrokkenheid. Daar is ook aansienlike hoeveelhede grond wat op die ope mark oorgedra is, maar die omvang moet nog deur ’n oudit bepaal word.  

Hy sê die konsultasieproses oor die groenskrif is amper klaar, maar die onsekerhede sal waarskynlik nog voortduur. Die groenskrif verskil aansienlik van die voorstelle in die Nasionale Ontwikkelingsplan (NOP) wat deur die Regering as oorkoepelende plan aanvaar is.
